Ticket sales show good, empty seats show bad.

You're half right. Ticket sales do show good. However, to the decision makers, empty seats don't show up at all unless it represents an unpurchased ticket. And even in their worst season, last year, 97% of the seats were associated with a purchased ticket.

Sales figures and attendance are different animals.

The former animal matters to the decision makers. The latter animal is of very little importance.
