I don't think Jacksonville is that certain about Garrard. Yes, he had a good 2007, but before that, they kept switching between him and Leftwich. I wouldn't put the Jags at the top of the Favre Lottery, but I'd definitely think they'd be more likely than Cincinnati or Arizona or even St. Louis for that matter.

I'd consider Dallas a much, much less likely possibility. Surely, Romo ranks among the better QBs in the league at this point.

I also would not consider Buffalo a near-playoff team. Lee Evans is a solid number 2 receiver, and Josh Reed is a solid number 3...the problem being that Evans is their no. 1 and Reed their no. 2. Edwards hasn't shown much of anything yet, despite playing behind a line that gave up a surprisingly low number of sacks. The Bills also had the second worst defense in the league in terms of yards allowed, giving up 362.9 yards/game. That was before they let London Fletcher walk. Oh, and they've had one winning season (9-7) since the turn of the millenium.

Having just traded for Jason Taylor, I don't know if the Redskins could even make the cap numbers work. I can see the rationale that this team is on the cusp, but it's also a team with a first year head coach. Taking on Favre while trying to introduce a new system to everyone else as well might be more than Zorn would want to handle. On the other hand, since Zorn worked under Holmgren in Seattle, the system might be familiar to Favre.

Baltimore and Carolina are interesting possibilities in addition to Minnesota and Tampa, which have been getting all the ink in trade rumors. I don't think the Packers will be able to rule out all NFC teams and still win the public relations battle. They'll probably draw the line either at NFC North teams or maybe even teams on their '07 schedule.
