Maybe contract negotiations?
Well, maybe.
However, it seems that the ball park terms would have been discussed during the lengthy interview.
Is it typical that the contract be drawn up and the candidates agent then goes into further negotiations of all the details before the team makes the announcement and the guy accepts?
Certainly I don't know the process, but it seems that with the speed of many of these announcements, there might be a verbal agreement from both sides.

I think you answered your own question, they're waiting on Ryan. If he says no, they go with Spags or LF. In that case, probably LF.
