I agree it is included according to my own little spread sheet I was keeping. I was 1.222 Mil off because I had not heard what the cap hit was for Setterstrom, Goldberg, and Moore I assume the others signed for league minimum which would not count against the cap.

Good. That's $6 mil less to worry about. Still not a lot of wiggle room when factoring in Cogs and Adeyanju, but a little breathing room is nice.
