I don't know where you heard that we'd be struggling to sign our own. According to Kevin Demoff, we will have about $10M. But, to answer your question, a significant portion of our cap space went to re-signing Chris Long and James Laurinaitis.
Can't find the article. Maybe I'm just tired, but I could've sworn I read something that said we we're looking at about 2 million under before tweaking Steven Jackson's contract a second time.
10 million sounds a lot better, but I was still under the impression we'd be among the league leaders in cap space.

Yeah I re-call last year talking about how we expected to have about 35-40 million in cap space (without Long or Lauriniaitis). Weird how it shrunk so rapidly. I hope we can move a few guys around (re-work SJ, Sam, Mikell) and get cap space eaters like Wayne Hunter outta here.
In an interview I heard Demoff say the Rams would have about 10M to work with. Not sure if he was specifically talking about free agency or free agency plus locking down the rest of our players. We clearly don't have a lot to work with and don't expect any big moves in free agency. The Rams are focused on buuilding through the draft, which they are in excellent position to do.
