To Franchise Or Not To Franchise......
That is the question. Are the Rams going to put a "franchise tag" on Steven Jackson? And, if we do, should we make him an "exclusive" player or a "non-exclusive" player? I don't want to insult anyone's knowledge but i have to remind myself of the difference between the two. So, for those that are like myself, here's the difference:
1. An "Exclusive" franchise player must be offered a one-year contract for an amount equal to or greater than the average of the top five salaries at the player's position as of a date in April of the current year in which the tag will apply, or 120 percent of the player's previous year's salary, whichever is greater. Exclusive franchise players cannot negotiate with other teams.
2. A "non-exclusive" franchise player must be offered a one-year contract equal to or greater than the top five salaries at the player's position in the previous year,or 120 percent of the player's previous salary, whichever is greater. A non-exclusive franchise player may negotiate with other NFL teams, but if he signs an offer sheet from another team, the original team has a right to match the terms of that offer, or if it does not match the offer and thus loses the player, to receive two first-round draft picks as compensation.
If i were the Rams, i would choose door #2.
Question? What happens if the Rams choose neither? And it continues to be a stalemate? Who wins......? Who loses.......? And why........?

Re: To Franchise Or Not To Franchise......
You do realize that this question is one year premature, right? Jackson is currently under contract and can't be franchised.

Let me say it in a way you'll understand.
Franchised, only free agents, can be. Free agent, Steven Jackson, is not.
