No arm past 30 yards? Alright, let's look at that.
According to the NFL website:
In 2007 Bulger made one completion for over 40+ yards, 29 at 20+ yards. Given that he played in 12 games and there were very few plays called with passing routes out to 40+ yards that's an understandable number.
2006: 60 passes for 20+ yards, 10 for 40+ yards.

2004: 56 for 20+ yards, 6 for 40+ yards.

2003: 59 for 20+ yards, 5 for 40+ yards.

Marc Bulger's longest pass is for 67 yards (wee bit over 30 isn't it?).

Now, let's look at Brett Favre's numbers, since he is known for his arm strength:
2007: 49 for 20+ yards, 16 for 40+ yards.
2006: 49 for 20+ yards, 8 for 40+ yards.
2005: 40 for 20+ yards, 7 for 40+ yards.
2004: 50 for 20+ yards, 12 for 40+ yards.
2003: 42 for 20+ yards, 7 for 40+ yards.
2002: 39 for 20+ yards, 7 for 40+ yards.
Longest pass: 99 yards.
The two players actually compare fairly evenly in the 20+ yard range except for one or two years. Favre beats Bulger by about 3 or 4 on most years in the 40+ yard range, sometimes less, sometimes more.
So compared to arguably the strongest passer in the entire league, Bulger actually looks fairly good at long range passes. His 40+ yard passes are lower on average, but his 20+ yard passes are about the same over the same period of years, again with one or two exceptions. Brett Favre's longest pass is well beyond the longest pass thrown by Bulger, but the actual air time of the pass was not 99 yards and was I believe closer to 40-60. Bulger's longest pass spent a vast majority of its time in the air.
So generally speaking, no, Bulger does not have the arm strength of Brett Favre (so, arguably the strongest arm in the league) but he does have enough arm strength to look pretty good when compared to him.
Bulger's current average QB rating is 88.1, and that's coming off a bad year.
Brett's average rating is 85 and that's after a great year.
When compared further, Marc's highest rating was 101.1 (although with only 7 games) and he has had 4 years with a rating of 90+ (with about 6 years in the league) where as Brett Favre has breached 90 7 times after 16 years starting and never recieved a rating reaching the 100 mark.
So with less than half the years of Brett Favre,
Marc Bulger has already closed to within 3 of Favre's total 90+ ratings and spent a majority of his 6 years recieving a 90+ with an average completion rating of about 60.
I'm sorry, how is he over rated exactly?
