Per San Diego Union-Tribune, Fisher "all but certain" to be named Ram coach
And AJ Smith is reportedly remaining in San Diego as GM.
I don't know how accurate this report is in terms of Fisher, but it seems that the two sides may be moving quickly towards working a deal out.

Here's the text, for anyone interested. The writer doesn't elaborate / provide much of a reason for his stance.
Also, it is prudent to note that, as expected, the St. Louis Rams fired their head coach and general manager on Monday. Despite the denial by Rams executive vice president of football operations Kevin Demoff in a press conference that the Rams already had candidates in place for their vacancies, it remains fact that Smith was the frontrunner for that G.M. job were he to be available, and it is all but certain that Jeff Fisher will be the Rams’ next head coach.
The Rams, it would seem, know Smith is not moving from San Diego.
