I know beggers can't be choosers but..........meh, Hope he can be a good #2/#3.
hope he is somewhat healthy.....wonder if he passed a physical yet ?
At least he can run a good route.

PALM BEACH, FLA. _ Moving to shore up more holes on the depth chart, the Rams agreed to terms with a pair of free agents Monday _ wide receiver Steve Smith of Philadelphia and tight end Matthew Mulligan of the New York Jets.
Smith’s deal is for one year; Mulligan’s is for two years.
If Smith is healthy, the Rams could have some much-needed help in their wide receiver corps. As a member of the New York Giants in 2009, he set a franchise record with 107 catches, good for 1,220 yards which was the second-highest total in Giants history, and made the Pro Bowl.
But left knee problems, including microfracture surgery late in the 2010 season, have slowed his career. He also ended up on the injured reserve list last December as a member of the Philadelphia Eagles. Smith, 5-11, 195 pounds, is 26.
Mulligan, 6-4, 255, is a blocking tight end and a potential replacement for unrestricted free agent Billy Bajema whom the Rams don’t appear to be interested in re-signing. Mulligan, 27, has appeared in 34 NFL games with 11 starts _ all with the Jets _ but has only six catches for 60 yards in that span. Mulligan visited Rams Park last week.
If healthy, he's good insurance if Amendola is gone and Salas isn't what the coaching staff wants in the slot, or he can play on the outside as well. Versatile signing, but that's if he can stay healthy.
Yes, because having 10 #3 WR's on a team will solve the issue. All kidding aside, its a "meh" signing. If healthy, sure he can provide a nice piece in the slot, not like we already have 3 players capable of doing the same. I think Smith excels when healthy, and when there is a dominant WR outside the numbers to attract a lot of attention. Just another mediocre WR added to the bunch.
Sorry, but mediocre receivers just don't get over 100 catches in a season
Sure, he isn't like some kind of perennial pro bowler, but he has a better track record, and better career, than any WR we have at the moment

With all the tightends we have been through in the last 6 years a Mulligan is very fitting!:D
I watched Steve Smith when he was at USC he's a solid receiver. He's not a number one but he is a number two. He makes Amedola a much better receiver, also I don't see them signing Amendola until some makes an offer, if no one makes an offer I see him coming back
Not a ground breaking signing. we need a solid #1 deep threat to go with Blackmon.
If he can get healthy I hope he can be as good as Carolina Steve Smith.
Don't really expect much out of him, just a filler when Amendola is down. That must mean Salas is going to play the outside role. I wouldn't mind taking a look at Braylon also but we have to see if he passes a physical on his knee first.

One of the NFL's top slot receivers in 2009, when Smith set a Giants franchise record with 107 catches, the former second-round pick's NFL career has stalled due to 2010 microfracture surgery. When healthy, Smith is a possession receiver and won't remedy St. Louis' needs at both outside receiver spots. He's just a flier signing for training camp at this point.
