Bingo. It has nothing to do with Spagnuolo. Spags decides who he wants on the roster. Devaney makes it happen by working out the math with the Rams' contract/salary cap guru Kevin Demoff. Trying to go behind both of them straight to the owner is a no-no.
We've heard about the mess Shaw and Zygmunt created with this Rams team. A large part of that dysfunction was attributed to an unorganized front office, with different power-hungry-heads clashing together. Now, there is a clear, organized power structure in the Rams' front office. We've heard all about that over the offseason, but talk is cheap and they have to prove it through their actions. This is them carrying it out. Devaney seems a man of his word, having the courage of his convictions, and this is one good example (assuming this story is true, of course).

The Seahawks did the same thing to Shaun Alexander. he had a subpar year and they asked him to take a paycut, he refused and was cut. It's a buisness and the players need to remember that.
