I think the NFLPA has opposed that system, and I think it's for the reason stated. They don't want 3 or 4 week jobs created. They want full-season jobs created. The NFLPA cares about getting as many players on payroll as it can, not helping injured players get back on the field for their team.
I'm not defending the system, I think it's dumb. I can't see owners defending it either since injured players still get to collect their salary. Also I'm pretty sure I read some articles that the NFLPA was strongly opposed to changing the IR system. That is just my best guess as to why, because otherwise it simply doesn't make sense.

A minor league system presents a whole new list of problems, such as injuries, playbooks, and the size of the minor leagues. If teams shared minor league teams, then they couldn't use their NFL playbook, which would mean the players would have to learn different systems. If they each had their own, the NFL would have to create 32 minor league teams to accomdate each major league club, which would eat away at profits like NFL Europe was doing.
I don't see minor leagues being viable for football right now. There aren't enough games, and it's a very system oriented game making it difficult for guys to try to transition mid-season.

Im happy he's on IR. Now he has time to get healthy, learn and study, and continue to fix his technique while getting stronger. He needed this year off to learn. Ojinnaka outplayed him by a huge margin anyways.
