Except he only has actually at the NFL level once. Oakland-Cleveland-Dallas were all 3-4 teams under him, two of which he converted to 3-4 immediately after being hired and Oakland later.
EDIT: Checking this for accuracy because now I'm not so sure :)

Yeah, that's not correct, at least when it comes to Oakland.

The Oakland Raiders are the lone team in the AFC West to stick with the traditional 4-3 defensive scheme.
Denver and Kansas City are planning to transition to the 3-4 defense, and San Diego has long used the 3-4 scheme.
The Raiders do have a new defensive coordinator in former San Francisco and Seattle assistant coach John Marshall. Marshall has been quiet since he took over in Oakland but his history is to run a 4-3 defense.
The Raiders tried to use a 3-4 in 2004, Warren Sapp's first season in Oakland. However, it never worked and the Raiders scrapped it. Oakland's current personnel fits the 4-3 defense better, anyway, so expect the Raiders to skip the 3-4 party in the division.
Interestingly, though, it wouldn't be a surprise if the Raiders added a player that the 3-4 teams in the AFC West are studying in next weekend's draft: Boston College defensive tackle B.J. Raji. He also fits the 4-3 defense. While Raji may not be Oakland's top choice, he could end up being Oakland's selection at No. 7.
The Pro Football Reference Starters & Rosters page for the Raiders during Ryan's time as DC there seem to confirm a 4-3 alignment with four defensive lineman typically listed as starters for those seasons.

The Friday night report that the Rams hired Rob Ryan to be their next defensive coordinator has been denied by Ryan.
“I’m on a beach and have talked to nobody and have no comment,” Ryan said when reached by Calvin Watkins of ESPNDallas.com.
When Ryan was fired on Tuesday, he boasted that he’d have a new job within five minutes. It’s now been more than 5,000 minutes since Ryan said that, and as he has made clear, he still hasn’t found a new job.
But Ryan may have a job on the Rams’ staff if he wants it. The report from Brian Costello of the New York Post that the Rams hired Ryan appears to be premature, but several reports have said that Rams coach Jeff Fisher is interested in adding Ryan to his staff. Some reports have said Ryan is the front runner to become the Rams’ next defensive coordinator.
But first he needs to get back from the beach.

Fox reports that he has been hired as the Rams new DC? But I do think it's base off the New York Post?
If Ryan is hired I am thinking the Rams maybe going to change things up with a 3-4 scheme. It would be interesting to see how this years draft goes if that is what they plan to do?

The Fox report is based on the same tweet that prompted the creation of this thread. Since then, we've had follow ups that say it's not official yet though there may be interest. The PFT article I posted - and you quoted - is more recent.

I'm not sure about a guy who's more of a circus sideshow than effective DC. That said, he's fiery, has had some success, and his players seem to love him. On the other hand, he's brash, egotistical, has had some failures, and is a rogue who regularly bounces around the league.
I'm kind of on the fence here, but my first thought is to just say no to Rob Ryan.
