Yes - For the Packers to win on the spread they MUST win the game by 15pts. If the Packers win by a score of 14pts or less, yeah, they win the game HOWEVER they lose on the spread.

So, your $10k bet on the Rams and they, say, lose the game 20-15. (Add 14.5pts to the Rams score) The Rams lose the game, BUT win on the spread.
