Actually, Pro Football HOF, unlike the Baseball HOF, does not designate a single team for inducted players.

Baseball used to let you pick your team, but then potential hall of famers started marketing their services to the highest bidder late in their career, claiming they would choose that team as the team they were inducted under. Needless to say, the hall of fame was not pleased, and the rules had to be changed. However, there is still significant controversy when a player is inducted, such as the outrage over Andre Dawkins going in as an Expo instead of a Cub, when the Dawkins' preference was the Cubs. Smart move by the hall of fame to avoid those controversies.
HOWEVER, if Warner were to go in with a specific team, I think it would be as a Ram

I hate to say this but man if he would have put up all these numbers in Rams gear.... sorry I had to go there.
By the time he goes into the HOF I think he will hold the Rams a bit higher as this is the team that as he said "just give me a chance".
Thursday night I hope they cover it at halftime when the Rams honor him.

Really good question. It'd be great if we could get some Cardinals visitors to chime in on this. I agree that most here are probably going to say "Ram," and that's fine. That's where I would fall, even without my team allegiance, because for the most part, I tend to associate players with the team they were on when they first broke through with huge success in their career, even if they find success with another organization later on. For instance, Terrell Owens will always be a 49er to me, Randy Moss will always be a Viking, Tony Gonzalez a Chief, Derrick Mason a Titan, etc. In Warner's case, he became a household name and an NFL great in horns, even though he put up some great numbers (better than I would have thought, were I asked without looking them up) as a Cardinal.

If he didn't do so well as a Ram, he would have probably never been a Cardinal. Advantage Rams.

Kurt will retire as a Ram, why because he won a Superbowl as a Ram. Plain and simple. But in my mind I don't mind sharing.

As a Ram Kurt was the best QB in the league running the best offense in the league. He was still a great QB when playing for the Cardinals but he was not the best while running an offense that was far superior to every other offense at the time.

Kurt took two down trodden franchishes and led them to the Super Bowl. The Cardinals game was eerily reminescent of the SB with Rams.....The cards offense handed the defense a lead with little time left.
My heart says Ram but I believe that Kurt may harbor some resentment on how he was treated by the Ram Org. at the end of his tenure. (heck, I DO
)
And like Mike, Kurt Warner is my favorite all time Ram player as well !!

I think Warner favors the Rams but when the word "Belong" is called upon, I think he would say: "I belong to the Lord"
