Does Russell even want to sign with the Raiders?

He and his agent told the Raiders that if you draft me, you had better be ready to pay this much. And then the Raiders go and draft him anyway.

There needs to be a Rookie Salary Cap.

1st pick can make X number of dollars
2nd pick can make this much but not as much as the number 1 pick. etc. Down the line.

I'm hoping you know because I don't. What happens theoretically if Russel never signed with the Raiders? Would he be entered in next years draft? does he become a FA? I know it will never happen, but I have no idea what the rule is on that.

Other players have sat out a year and re-entered the draft. I think Bo Jackson did that way back when.
