A minor league system would be a good idea, but VERY risky. Right now small and medium sized cities are getting flooded with new teams in every sport imaginable - basketball, lacrosse, hockey, arena/indoor football, etc. Not to mention, when would you schedule the minor league's games? against friday night high schools, saturday college football, or sunday pro football? Or outside of the NFL season and risk the health of guys capable of "moving up."

Look at Dane Looker. He did a good job in Europe, but going right into the NFL season from Europe is tough and tiring.
