Penalties levied by NASCAR against the new Hall of Fame Racing team for using an unapproved carburetor modification during qualifying for the Daytona 500 have been unanimously upheld.

The penalties include a $25,000 fine to crew chief Philippe Lopez and loss of 25 points by both driver Terry Labonte and William Saunders, listed as owner of the No. 96 Chevrolet and a partner of team owners and former NFL quarterbacks Roger Staubach and Troy Aikman.
