    Rotoworld explains what this means:

    The move is surprising and may indicate San Diego's new front office isn't thrilled with Alexander's knees. Rather than tender Alexander at the first- or second-round level -- and protect themselves with draft-pick compensation if a team tries signing him away -- the Chargers have left themselves open to being pick-pocketed. Alexander was originally undrafted, and San Diego would receive nothing in return if a club signed him to an offer sheet and the Bolts failed to match. Alexander is 24 years old. In a nine-game stretch last year, he racked up 37 catches for 658 yards and seven touchdowns -- numbers that extrapolate to 66/1,170/13 if prorated across 16 games.
    This seems like an interesting development, as some Rams fans expressed some real sellers remorse at the fact that Alexander went to the Chargers and started to produce. However, the Chargers either aren't that worried that someone will make him an offer they can't match or they aren't high enough on him even after the games he had for them to value him higher.

    DX's knees are no doubt a concern, but I still think the Chargers value him, and are taking a calculated risk that another team won't pick their pocket.

    Agree that it's much more a calculated risk than SD not valueing him. How could you not value a guy who was no worse than the 2nd best receiver on your roster?

    And yes, I do believe the Rams should put a modest bid in, though I'm sure they won't.
