Also, remember that the Rams have to pay over the top to entice players to come to St Louis, while a better franchise can pay less because the player has a chance to win
I know for sure that LT gets another 500k in incentives for his contract. I'm not sure if the specifics of the contract have been released yet.

That's a false scenario...it's not an either or situation. I'm sure if LT had any interest at all in going to a team with no shot at the Super Bowl we could have gone after him even after signing Feeley...but he stated he wanted to go to a contender when he was released. He wouldn't have come here, not for anything short of a crazy contract.
It's a moot point, because L.T. said all along he wanted to go to a contender. It's not as if the Rams could have signed L.T. for that price, but then chose to spend it on Feeley instead.
And again, the Feeley deal is market value for a back-up QB in the league. There are at least half a dozen examples over the last three seasons of back-ups being signed to deals paying around $3 million per year.
Finally, the Rams probably want to find a young running back to install behind Jackson rather than an older vet who is only going to give them a year or two. That's likely why the Rams were linked to Sproles but not some of the older vets that were floating around in free agency.
