So if the Rams made it into the playoffs at say 7-9, would the fact that they made the playoffs trump their regular season record in terms of next years draft placement? It would right? So if they made the playoffs it would guarantee one of the last 12 picks in the first round?

Yes, should the Rams make the playoffs, their draft position will be based on elimination sequence rather than record. The Jets and Ravens last year had 9-7 records and picked later than some better playoff teams due to where/when they were eliminated from contention.
