The Rams are prohibited from making a contract offer to Wallace because they don't have their original pick in the first round. The Rams could still make a trade with the Steelers if they are inclined to make a trade.

I hate stories like this but sadly it's what reporters live on these days. The source is supposedly within the 9ers organization. How do they know this? Someone within the Steelers organization told them they heard Wallace wanted this.

Wallace is tendered for <$3 million this year. Keep that in mind.
