After the 7 Round NFL draft is over. How is it decieded who gets first shot at the un-drafted free agents?

Or is it a free foreall whoever throws the most $ gets the player?

How many un-drafted free agents can you pick up after the draft?

The Rams need alot more than just 7 players. Thats if all 7 players drafted became starters.

My understanding is, after the draft, the rest of the players that went undrafted essentially become free agents and can pick who they sign with based upon who calls and offers them a contract. Essentially, they're in the free agent pool. You can pick up as many UDFA as you can fit on your roster; I'm not sure what the roster maximum is at that time during the year.
