I could also see this happening:
1. Houston: Reggie Bush, RB, USC
2. New Orleans: Matt Leinart, QB, USC
3. Tennessee: Jay Cutler, QB, Vanderbilt
4. NY Jets: D'Brickashaw Ferguson, OT, Virginia
5. Green Bay: Mario Williams, DE, NC State
6. San Fransisco: A.J. Hawk, LB, Ohio State
7. Oakland:Vince Young, QB, Texas
8. Buffalo: Haloti Ngata, DT, Oregon
9. Detroit: Michael Huff, S, Texas
10. Arizona: Winston Justice, OT, USC/Lendale White, RB, USC
11. St. Louis: Vernon Davis, TE, Maryland
It does seem like the top ten by value are becoming clear, so a lot of it relies on how much a team feels its needs outweigh that. Some of the teams that seem to be wild cards (Az, Detroit, Oakland) are pretty well stocked on receiving talent which makes them slightly less likely to take a pass-catching TE even if he is phenomenal. Arizona especially needs to improve its offensive line if they want to have a running game and keep Warner from being pulverized. If Justice impresses, I'd expect him to go there. Detroit is still living down those receivers. Since Huff could fill either of two holes in the defense, I think it makes him less likely to drop than Davis.

Why would the Jets draft OL when they cut Fiedler and just asked Pennington to take a huge pay cut?

Because one of the reasons Pennington got hurt was questionable line play, and Adrian Jones is far from an ideal starter at LT.

I love you guys. Still making with the mock drafts. When has the draft ever gone the way we or the experts expect? That's what I hate about this time of the season, boredom leads to wild imaginations and surreal expectations. Stop torturing yourselves.
