Unless the Raiders trade down, Russell is the pick. He throws a monster long ball and fits Al Davis style.

Who should be drafted first? Quinn.....he's the safest pick among the top tier players.

I don't understand how Russell has more potential.. Quinn has all the potential he has, and then some.

It's simple, pure speculation on the part of scouts, but simple still the same...Russell has the bigger physical tools (please no silly junior high jokes). That typically equates to more potential, with the assumption being that NFL coaching will bring his intangibles and mental game up to the point of meeting his physical tools.....ie, more potential.
Quinn, on the other hand, has had two full seasons of NFL coaching already (Weis), therefore leading some scouts to think maybe his potential isn't as great, due to not having the physical tools of Russell, and already competing under NFL coaching.
