Licensing issues. Many of these games would probably be found in violation of copyright if there were any profit to be had by going after the creators. You will notice that some of the games (like "tetris") have alternative names. The Donkey Kong game is an obvious lifting of the exact arcade graphics, but Nintendo has better things to do than go after a freeware (I assume its freeware) product that will cost them no sales.
Bally/Midway, however, still actively deals the Pac-Man title (I saw an anniversary Pac-Man/Galaga machine at the local pizza parlour), and they (along with Atari guard their licenses more jealously ... certainly more jealously than defunct companies like Nichibitsu, Gremlin, Cinematronics, Universal and Exidy can.

I actually have seen Pac Man on another chat forum with an arcade, so maybe the arcade in this forum has a different selection of games. I wish Pac Man was here though, I'm really good but I suspect that cowboyhater is much better and would beat us all lol.

Contra was pretty fun, I liked Mario 1, for the NES, Remember beating it a few times in a row when I was about 6.
